The diploma thesis is focused on a detection and a laboratory control of hazardous substances’ leak into the environment. These hazardous substances are classified. Further, it aims to chemical laboratories of the fire-brigade of the Czech Republic, as well as which place they hold in the fire-brigade system, and it indicates their main duties. This diploma thesis contains a review of some essential types of devices and mediums, which are in terms of the fire-brigade of the Czech Republic usable to practice the detection, determination and assessment of the hazardous substances in various figures of the environment in terrain, i.e. filling of duties of the chemical survey. The output of this diploma thesis is simulation of leaks of the toluene diisocyanate using ALOHA software, TerEx software and Rozex Alarm software. Further on, the proposal of another methodical sheet focused on leak actions of the concrete hazardous industrial substance – toluene diisocyanate. This methodical sheet could therefore broaden pro tempore elaborated sheets for chlorine and ammonia.
Association of Volunteers of Fire-fighters - Element of Integ. Emerg. System
Popelová, Barbora ; Valášek, Rudolf (referee) ; Votoupalová, Radka (advisor)
The associations of volunteers of fire-fighters and their fire units are inseparable part of municipals and large industrial enterprises in the Czech Republic. My bachelor thesis concentrates on organization and activity of volunteer fire-fighter associations and voluntary fire units that exist almost in every Czech village. I specify the difference between the terms association of volunteers of fire-fighters and fire units that are established by municipality. I try to compare the competency of voluntary fire-fighters in terms of European Union. I mention the history of voluntary fire-fighters in Bohemia and Moravia in short. I specify the system of fire services in the Czech Republic and the role of voluntary fire units legislatively. Then I focus on voluntary fire units and their activity in the sphere of civil protection. My practical part specializes in voluntary fire units in the region “Vysočina” and district “Havlíčkův Brod” that are predetermined for civil protection. At the end of the thesis I expose the investigations and suggestions.

Drahovzalová, Dominika ; Smetáčková, Irena (advisor) ; Chrz, Vladimír (referee) ; Hoskovcová, Simona (referee)
Currently, Corporate education does not only have to be used to transfer know-how, but also to develop the required values and moral principles that help employees to better navigate and succeed in the organizational culture. For the Fire Brigade of the Czech Republic, this coexistence with the internal culture and values of the organisation is essential because it is required of employees and officers not only internally but also by legislative regulations. It is fundamentally linked to the purpose of the service: to protect the lives and health of people, the environment, animals and property from fires and other emergencies and crises. This research paper provides insight into the internal education of the Fire Rescue Service of the Czech Republic and the value setting of the firefighter organizational culture. It aims to map how the value orientation and moral responsibility of officers and employees develop or change and whether these changes are related to the internal education received. In order to achieve this goal, exploratory research was conducted on 231 respondents from among firefighters and students divided according to their completed professional education, who answered a set of self-assessment scales, dilemma situations and questions mapping their moral-value orientations. Comparison of knowledge of the lay and professional public about the activities of the Fire and Rescue Service of the Czech Republic within the integrated rescue system.
VESELÁ, Kateřina
The Fire Brigade of the Czech Republic represents one of the key components of the integrated rescue system. In the Czech Republic, the Fire and Rescue Service is it's main coordinator. It's task is to ensure the coordinated action of the components of the integrated rescue system, both in preparation for emergencies and in the implementation of rescue and liquidation work. Together with other units, it ensures a continuous emergency response, whose task is to receive reports of emergencies, evaluate them and, if necessary, take urgent action when they occur. The aim of this thesis is to quantify the knowledge of the general public about the activities of the Fire Brigade of the Czech Republic within the framework of the integrated rescue system, to quantify the knowledge of the professional public about the activities of the Fire Brigade of the Czech Republic within the integrated rescue system and to make a comparison of both quantifications and to draw recommendations. The research was carried out by means of a quantitative research survey. A non- standardized questionnaire was chosen for the data collection technique. The non- standardized questionnaire was addressed to the general and professional public. The data collection was carried out among the general public in the author's immediate vicinity and among the professional public in the fire stations of the Znojmo Territorial Department, consisting of the Znojmo Fire Station, the Moravský Krumlov Fire Station and the Hrušovany nad Jevišovkou Fire Station. The data sets obtained were investigated using one-dimensional and two-dimensional statistics (non-parametric testing, two- choice parametric testing). The results of the investigation confirmed the hypotheses of research (the knowledge of the lay public has the character of a normal distribution, the knowledge of the experts is very close to the division of Poisson's, there is a statistically significant difference between the knowledge of the lay public and the experts at the level of 0,05). The information obtained identifies shortcomings of the general public in their knowledge of the scope of activities of the Fire Brigade of the Czech Republic within the integrated rescue system. This information can then be used to create information material that will focus on the lack of knowledge of the general public or for further follow-up work and deeper investigation of individual responses.
Employment of women in the fire department of the Czech Republic
PLUNDRICHOVÁ, Eliška
The dream of becoming a firefighter is not reserved for men. Even women have their dreams, and dreaming of becoming a firefighter one day is not a bad thing. I too have had such a dream since I was little and to know how I can become a firefighter, where I can apply everywhere, what I should prepare for, so I tried to find answers to that in my work. In the theoretical part, the reader will learn basic knowledge about the Fire Rescue Service of the Czech Republic. What kind of organizational structure it has and what kind of legislation is central to it. Subsequently, he will read what it means to be a member, how to become one, the rules of the employment relationship regarding maternity and parental leave. We see firefighters in the uniform that everyone wants to wear, but even that has its own rules. Also included are the possibilities of applying and the content of a woman's work at the territorial department and how other countries have it with women in the fire brigade. In the practical part, I carried out research and analysis using interviews with members of the HZS of the South Bohemian Region at the Regional Department of Písek and the Regional Directorate in České Budějovice. I asked all fourteen members, when there were 7 women and 7 men, 13 identical questions. The questions were constructed in such a way that the gender of the interviewee did not matter. The answer to the research question "What role does a woman have in the Fire Rescue Service of the Czech Republic?", "Can she be a valid part?" was discussed in the discussion. The objective of this thesis was met and the research question was answered. A woman has a wide range of employment at the Czech Republic's Fire and Rescue Service and is a valid part of the service. Whether, it will be in the office, in a leadership position or in a field unit.
Impact of the Pandemic on the Workload of Crematoriums in the Czech Republic
GATTNAR, Pavel
The aim of my thesis is to analyze the workload of crematoria in the Czech Republic in a context of increase in the number of deads, in connection with the outbreak of the pandemic. The another related goal, which is addressed in this thesis, is to create a proposal for the procedure for the involvement of the Fire Rescue Service units in the Czech Republic to the redistribution of deceased people within a coordination of the central administrative authorities in the event of a breakdown in working of crematoria in the Czech Republic. In the theoretical part of my thesis, the reader is introduced to the established interdependence of legal regulations dealing with a given issue, presentation of subjects operating in a field of integrated rescue system, crisis management authorities, and subjects dealing with an issue of burying the deads. In the research part of my thesis I evaluate the obtained data of a period, specifically the data of the Czech Statistical Office, the Institute of Health Information and Statistics, and the data of statistically monitored events of the Fire Rescue Service of the Czech Republic. These data were collected during the realization of intervention activities related to the redistribution of the deceased people within the Czech Republic. Based on the results of the regression analysis, my thesis suggests this mentioned model of the involvement of the Fire Rescue Service of the Czech Republic in the redistribution of deceased people as a result of the pandemic. According to the processed results, the capacities of two crematoria were overestimated because of faulty management decisions by their operators due to fear of a possible decrease in contracts.
History and Development of Volunteer Fire Department Units in Lomnice Fire Brigade County
JANDA, Lukáš
This bachelor thesis was written in response to the improvement of the level of many fire protection units of municipal volunteer fire departements. On the other hand, a number of units are disappearing due to lack of members, the intention of the thesis was to document the history and development of certain units and to find out whether the number of members in the units is really decreasing gradually and thus threatening them with extinction or limiting their availability. In the bachelor thesis the following two objectives are set: 1. to investigate and elaborate the history, development and equipment of the fire protection units that were part of the Lomnice Fire Brigade County. 2. To investigate the gradual development of the number of members of the units in question over a period of several decades and to determine, based on the data found, whether the number of members is indeed stable and decreasing. Based on these objectives, a research question was established: Is the number of VFDU members from the former Lomnice Fire Brigade County stable over the long term? This bachelor thesis elaborates the history of the Lomnice Fire Brigade County and its member fire brigades, the most serious emergencies that took place in the territory of the former county over several hundred years and the development of the number of members of the fire protection units of the volunteer fire departements of the member municipalities over several decades. The theoretical contribution of the thesis is to reveal the facts and important events in the history of Lomnice Fire Brigade County and individual corps. The practical contribution is the possibility to use the obtained information about the number of members to make a prediction whether the units are really threatened with extinction or limited activity.
Level of knowledge of members of the Fire Rescue Service of the South Bohemian Region and the Police of the Czech Republic in the South Bohemian Region in the field of providing first aid in the case of emergency
TUREČKOVÁ, Lucie
The diploma thesis offers an insight into the issues of first aid. The theoretical part describes the history of first aid, its legal basis and the distribution of first aid. Furthermore, the thesis describes the general procedure for providing first aid, the principles of safety in providing first aid and basic examination of the affected person's health are mentioned. The next chapter of this paper is devoted to dangerous injuries and conditions and their treatment. This chapter is followed by a description and solution to an emergency with a large number of injured. For psychological support is often needed at the scene of an emergency, a chapter on first psychological assistance is added into the thesis. The last chapters of the thesis are devoted to the Fire Rescue Service of the Czech Republic and the Police of the Czech Republic. The research part of the diploma thesis defines the methods and goals of own research and the results, which are then discussed in the discussion. The main goal of the thesis was to find out whether members of the Fire Rescue Service of the South Bohemian Region and members of the Police of the Czech Republic in the South Bohemian Region have sufficient knowledge in the field of first aid at the scene of an emergency. Part of this goal was also to answer research questions: Does the knowledge of members of the Fire Rescue Service of the South Bohemian Region reach 90% in the given issue? Does the knowledge of members of the Police of the Czech Republic in the South Bohemian Region reach the same level as the knowledge of members of the Fire Rescue Service of the South Bohemian Region in the given issue? To determine this information, a questionnaire survey was used, in which a total of 125 members of the surveyed units participated. The research has revealed that the knowledge of members of the Fire Rescue Service of the South Bohemian Region does not reach the necessary limits and is therefore low. The knowledge of members of the Police of the Czech Republic in the South Bohemian Region reaches a lower level than the knowledge of members of the Fire Rescue Service of the South Bohemian Region.
Schooling of the subject "Protection of citizens during emergency events" on primary schools in Cheb district.
KOZÁKOVÁ, Barbora
Human protection in emergencies is a preventive educational activity aimed at acquainting pupils with select topics of population protection, especially with the types of imminent dangers and emergencies, their prevention and procedures that lead to the protection of life and health. The aim of this master thesis is the analysis and subsequent comparison of the content and forms of teaching the subject "Human protection in emergencies" at primary schools and lower levels of multi-year grammar schools in the district of Cheb. The theoretical part contains a description of the educational system of the Czech Republic, framework and school educational programs, in which Human protection in emergencies is included and elaborated in more detail. It also contains basic information regarding the protection of the population and its development. The work also deals with ways of educating current and future teachers in human protection in emergencies, projects, teaching materials and documentation for its teaching in primary schools. Other security topics are also mentioned, with which Human protection in emergencies is closely connected. The research part contains an analysis of school educational programs and the results of qualitative research, which took place in the form of questionnaire surveys. After evaluating these results, the research question "What form of teaching the subject "Human protection in emergencies" at primary schools and lower levels of multi-year grammar schools in the district of Cheb takes place?" was answered. At present, teaching is integrated into other subjects across all basic education. In the first stage, these are most often the subjects of Introduction to environment and society, Homeland Studies and Science, in the second stage they are Citizenship Education, Biology, Chemistry, Physics and Physical Education. Teachers' explanations in schools are often supplemented by project days and discussions with the components of the integrated rescue system, where students are presented with demonstrations of good practice in situations where they become direct participants or witnesses to an emergency. In practice, this master thesis will be offered to schools that participated in the questionnaire survey, for the purpose of evaluating the current situation and as a possible inspiration for the introduction of certain changes in teaching to improve it.
